Below you will find a sample "procedure" or "guide". I posted it here so you can get an idea of where to start with your own Search and Rescue team "Operating Procedures" or "Operating Guide".
You can use it as a start for writing your search and rescue team's procedures. 

Search and Rescue - Search Assignments

The CPL will manage all search teams. The teams stay in constant communication with the Command Post.

If we do not have a Communication Controller, then the CPL maintains a log of all events, communications, and clues found. The CPL or Communication Controller must be able know the position and mission of every team.

Each Team Leader will direct his team while searching, remain in contact with the Command Post, and will report upon completion of the assignment. All changes of equipment, personnel, activities, and discoveries shall be reported to the CPL.

All members will obey the directives of their respective Team Leaders, look after each other, remain positive, ask questions, and report any clues.

All teams will be debriefed upon returning to the Staging Area. Teams may be placed on an active/rest rotation.
